Masters Scholarships for Public Policy and Good Governance

Helmut-Schmidt-Programme, the DAAD aims to support civil society structures and good government in developing and newly industrialised nations.
The Programme provides future leaders with master’s courses in fields particularly relevant for social, political, and economic development

It also prepares students in a practice-oriented course for responsible roles in or for their home areas and helps to create economically and socially democratic institutions meant to be able to overcome social inequalities.

For Masters Scholarships for Public Policy and Good Governance Who might apply?

Graduates from developing and emerging nations (bachelor or equivalent);

  • With a well-qualified first university degree and above-average grades (upper third) in Social and Political Sciences, Law, Economics, Public Policy and Administration
  • Who have already gained practical experience relevant for the programme
  • Who are ready to actively contribute to the social, political and economic development of their home countries/regions.

AVAILABLE FOR FUNDING?

  • September/October 2025 will see academic instruction in one of the Masters Scholarships courses chosen by the DAAD from the list below. The courses are primarily taught in English and have an international focus.
  • All Helmut-Schmidt Programme scholarship recipients receive complimentary support services during their studies from the programme coordinators at their individual study locations.
  • International scholarship holders can take advantage of exclusive events and seminars, as well as intimate interactions with other scholarship holders.
  • Participation in multidisciplinary networking events is another aspect of planning.
  • Holders of DAAD scholarships are not required to pay tuition.

For master’s courses at German higher education institutions, the scholarship recipients will get

  • Scholarships valued at presently € 934 per month
  • German cover for health insurance
  • Suitable travel budgets for trips between Germany and the corresponding developing and rising nations
  • A study and research grant
  • And, when relevant, rent subsidies and family supplements.
  • Previous German language course in Germany, lasting up to four months.
  • Given the mixed learning approach of the “Social Protection” master’s degree, the following variance on financing benefits applies: The fourth semester—mandatory online semester in the student’s country of origin or another developing or emerging nation—is compensated with a sur place rate of € 500 per month.

Selective Criteria for Evaluation

The most significant selection factors are:

A final narrative of your academic, professional, and personal drive for the German study project as well as for selecting and ranking the master’s courses
This drive should obviously align with the objectives of the Helmut Schmidt Programme.
Practical experience pertinent to the degree (professional experience or internships, political activity or contribution to your community, such as volunteering or employment for NGOs or charities)
A first higher education degree earned with above-average marks (top third)

Formal policies:

Those with a master’s degree have to present a wellargued case explaining why they should be supported for another postgraduate degree.

The latest university degree of the candidates should not have been obtained more than six years (date of issue not before 1 January 2018).

Candidates ineligible are those who have spent more than the past 15 months in a nation not included on the DAC list.

Applications Documents

The necessary application materials are:

  • Indicating place and date of problem, a ticked off checklist and list of requirements signed by hand (print it out, sign it by hand, scan it and include it in your documentation).
  • Download the DAAD application form, “Application for a research/study scholarship” (Please ensure your responses are clearly legible or type your answers.)
  • You have to provide the same letter of motivation for both the courses you are hoping to apply for.
  • A curriculum vitae in reverse chronological order containing the date of issuance (format: europass, kindly note: the europass template does not include a date; kindly add it yourself.) armed with precise knowledge of your education and work experience; Three months or more of gaps call for explanation.
  • Copies of your certificates of higher education. If the original is not in German or English, kindly send a certified translation and ensure these are obviously legible.
  • A copy of your whole set of transcript of records together with a grading system explanation. If the original is not in German or English, kindly send a certified translation; also, make sure these are quite legible.
  • On headed paper, including an original (not scanned) or code certified digital signature, the date of issue and a stamp, confirmations of relevant professional experience or internships, together with proof of relevant political activity or service to your community, such volunteering or work for charities or NGOs. Please supply a certified translation if required.
  • Evidence of proficient English language ability
  • A current written reference on headed paper, comprising an original (not scanned) or code validated digital signature, the date of issue and a stamp from either your present company or a university lecturer only if you are a student at present. If required, kindly send a verified translation.

Deadline of Applications

All seven higher education schools have an application process running from June 1 until July 31, 2024.
